Ukrainian President Volodymyr Zelensky Asserts Absence of Clear Defense Guarantee from European Partners

Ukrainian President Volodymyr Zelensky says European allies have failed to provide sound guarantees that they will defend Ukraine in the event of a new Russian aggression.

"I continue to pose this critical question to all our partners and I have not received a clear, unambiguous answer yet," he stated to the press on Wednesday.

His comments come a day after the UK and France signed a statement of purpose on deploying troops in Ukraine if a peace deal to conclude the conflict with Moscow is agreed.

However, full security guarantees have not been agreed. The United States, which has been spearheading initiatives to end the invasion, reportedly did not sign such a pledge at discussions held in the French capital on Tuesday.

Outcomes from the Paris Discussions

After the Paris talks, which involved some three dozen nations that comprise the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the UK and France would "establish military hubs across Ukraine" to deter future invasion, while France's President Macron later said a significant number of soldiers may be deployed.

Allies proposed that the United States would take the lead in monitoring a truce. But the central sticking point of ceding land that Ukraine is being pressured to offer to Russia as part of the peace proposals are still being discussed.

The Russian government has thus far remained silent on the announcement made in the French capital.

Russian President Vladimir Putin launched a comprehensive military assault of Ukraine in the early months of 2022, and Moscow now occupies about 20% of Ukrainian territory.

The President's Evolving Stance

Sir Keir described the bilateral declaration as "a vital part of our dedication to stand with Ukraine for the long-term".

He added: "It paves the way for the legal framework under which allied military personnel could operate on Ukrainian soil, securing Ukraine's skies and seas, and regenerating Ukraine's armed forces for the years to come."

The Ukrainian leader praised that agreement as a "huge step forward".

Twenty-four hours afterward, however, he seemed more cautious.

"I perceive the determination, the political resolve, and that the allies are prepared, and the allies are willing to give us strong sanctions, strong security guarantees," he said when asked if nations in Europe would come to Ukraine's aid.

"But as long as we don't have such security guarantees - legally binding, endorsed by legislatures, supported by the United States Congress - this crucial issue remains unresolved. And even if they do, you must ultimately depend first and foremost on your inherent capabilities."

Persistent Challenges and Fighting

The Paris talks were also significant owing to the attendance of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.

One envoy stated the participating countries "mostly completed" their work on agreeing security protocols.

Recently, the President indicated a settlement was "ninety percent complete".

Territorial concessions and defense pledges have been at the center of outstanding matters for negotiators.

Putin has repeatedly warned that Ukraine's military must withdraw from the entirety of the Donbas region or Moscow will take control, dismissing potential concessions over how to conclude hostilities.

The Ukrainian President has thus far rejected ceding any territory, but has suggested that Ukraine could redeploy its forces to an established line - but provided that Russia reciprocated the action.

Russian forces now holds about 75% of the Donetsk oblast, and some nearly all of the neighbouring Luhansk. The pair of oblasts form the Donbas industrial heartland.

It has been intensifying attacks against cities in Ukraine - particularly targeting energy infrastructure. Moscow is also achieving incremental advances in capturing more Ukrainian territory.

Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, albeit with more limited success.
